This recent font change on SI has me thinking of scalable fonts. Would someone please explain to me why I can adjust the font size on some web pages but not on others?

I'm using Win ME with IE 5.5. I set IE to the largest font. I have my Windows display set to the largest font. Still, I struggle with many web pages, such as SI, because the fonts are too small and changing the font size in IE doesn't make a bit of difference. Smallest or largest setting, the SI font size is the same. The only thing that changes is the amount of space between the lines. On most web pages, the IE font size setting I use makes a big difference.

Would someone undertake to explain to me what it is in the design of web pages that allows the user control of font size on some and not on others?
