The fact is, the gaussian curve applies to the IQ of all large groups.

the defense dept has already published a memo stating that if ABM testing violates the ABM treaty, do it.
The treaty does contain a provision in it allowing either side to withdraw after giving notice.
And are you aware that the Russians already have an ABM system around Moscow? Seems a bit hypocritical (or is that spelled "national interest") for them to oppose our building one.

The Europeans? They've been out of the world-leader-global-power role for so long, they can't even remember it anymore. Even a minor squabble in their backyard has to be settled by us.
