Inept and incompetent employees comes to mind. For some mysterious reason someone put that envelope in with the CFS mail, mail that is to be forwarded. Since there is no forwarding order for your brother, the CFS section put a "no forward on file" sticker on the envelope-- and sent it back to your brother's route where the carrier has to verify that the envelope should be "killed". Since it's summer, it's likely that your brother's regular carrier is on vacation, so the error is most likely due to poorly trained subs, overworked subs, and very poor supervision. I've noticed over the past 10 years that a large number of our supervisors show little interest in the quality of work that is being done, and make no effort to see that the sub carriers know what they are doing.
