Just telling you you the facts. I don't know if it can hit anything. I don't know if the Russians do either.

At the time, we were developing Safeguard [not the soap]. Lots of doubts surrounding it's effectiveness or value. I suspect, that while the Soviets had fielded their system they probably had the same doubts as well. Neither side particularly wanted to sink money into a deep hole.

We negotiated! We were unsure of our system, thinking that it would not work, while their's might. They most likely thought the same, i.e., the US system might work, but the Soviet's system might not.

So, we each pretended that our own system worked or would work [negotiating position] and "tricked" the other side into not deploying or not expanding the system that was in place.

Both sides were relieved. Everyone cheered!

The Soviets ended up with a BMD system around Moscow, that they've spent more money on [in all likelihood] on the life cycle cost [less development and fielding] than they did on the development and fielding [extension of what we see in expenditures of our own major weapon systems]. The Soviets also ignored the possibility that someone might shoot one at at some othe portion of the Soviet Union not covered by the Moscow system. People and countries both have a problem of facing reality when it flies in the face of the decisions that they have made.
