The powerful men generally do support their acknowledged offspring, although often not to the extent that some might desire. The money, however, generally comes from activities that are corrupt, criminal, or both. So in effect the funding is coming from a form of indirect taxation.

It is quite common for people in government - not only the prominent - to excuse their "sidelines" by explaining that it is the only way they can get money that their wives don't know about, and therefore the only way they can finance indiscretions old and new.
