I think you pretty much can ignore it as it has no active meaning as a law. The statement itself "A well-regulated militia being necessary to the security of a free state", does not as a matter of English usage modify "the right of the people to keep and bear arms shall not be infringed." It also does not mandate or forbid or limit anything. The only point it seems to serve at all is as rhetorical support for the active clause "the right of the people to keep and bear arms shall not be infringed."
