Statistical projection (either in a timeline forward or backwards if the structure does not change) is fairly accurate and reliable.

Only if you have a proper sampling technique. Of course your sample is the entire universe of executions in the past 50 years, with not a single identified innocent. 0% of the Total equals 0, no matter how big the Total is.
