It provides a reason for the active clause. It may be that it is not the sole reason but it the one that the framers thought important enough to write into the amendment. As such it cannot be ignored, the right to bear arms does not stand alone. This is obvious by looking at the extremes, there is no right to own atomic weapons, or bazookas, or sawed off shotguns, so there are limitations to the right and the "supporting clause" provides a guideline to those limitations.
