Wrong, NTT claims to own some of the W-CDMA IPR.

And created PDC and PHS and to reverse uplink and downlink frequencies in their cellular service, etc.

The Japanese often come up with their own peculiar standards and try to drag the rest of the world along with them to gain advantage. This time ETSI took the bait and has the hook in its mouth.
