From the most recent report, there was a dip in the fully diluted share count (351M to 340M) and a rise in the outstanding (314M to 330M).

...Is the shares outstanding weighted so only part of the converted shares were counted for the quarter? This still wouldn't explain the change in diluted shares.

Yes, the shares outstanding is weighted by the days in the Q. I didn't notice before reading your posting, but the number of fully diluted shares did decrease because the shares converted in Q2 which were NOT averaged into shares outstanding were also not counted in fully diluted shares because, construed as debt, their interest cost exceeded their earnings, if construed as equity.

In other words, EPS was low enough that it was actually more conservative to count those shares as debt rather than equity. But next Q, they'll all be counted as both shares outstanding and fully diluted shares.
