LUKoil to issue convertible bonds

VOLGOGRAD - Russia's oil giant LUKoil is planning to float convertible
bonds for a total amount of $300 to 400m in October or November of
2001.

LUKoil vice president Leonid Fedun said in an interview with RBC that the
Russian government might issue ADRs of the third level depending on the
situation on the US stock market.

Fedun said that this issue "would allow LUKoil to become a public company
on the US stock market and increase the company's
