From the other side of the aisle, I might have asked the question. Do you think, general, that a single suitcase bomb in Washington DC really has a significant difference in outcome from the perspective of the terrorist or rogue nation? In other words, do you think that the rogue nation or terrorist would give a shit whether they used a suitcase bomb or an ICBM? While you're think about your answer to that question, I'll mention my follow-up; perhaps they can be answered together. Wouldn't a suitcase bomb be a more suitable weapon of terror? After all, they are less detectable and can not be countered with any even imagined defensive system. Go ahead General.

One small observation. I notice that the test includes separating decoys from actual "real" targets. Interesting. So rogue nations and terrorists, after having developed the weapons, the ballistic missile delivery system are going to use some of the payload for decoys!

IMO, I'm not sure that this Administration believes that BMD is for rogue nations and terrorists.
