It was Laurent Kabila, the president of the Democratic Republic of Congo, who has surreptitiously taken advantage of the opportunity to file a suit against his political enemies. The incident has raised questions about the feasibility of such broad legislation, and whether it wouldn't be better to scrap the law altogether and wait for a permanent international court.
