My suggestions could be a little misleading...

I may be a little mixed up. I wrote that post as if you were changing disk D: and keeping disk C: If that were the case, disk C: would contain the needed FORMAT.EXE file.

If you are keeping disk D: and changing disk C: -- then the needed program, found on the old disk C: would not be available on the new disk C: -- so the command would fail.

To format a disk, you need the program file FORMAT.EXE to do the work. FORMAT.EXE is usually found in the directory C:\WINDOWS\COMMAND along with many other DOS commands.

You may need to copy this command to another disk so it is available when you need it.

P.S. The informational warning may help prevent you from overwriting the wrong disk accidentally. It's more of an 'alert' to get you to pay attention than an error.
