You are basically right, but many times the police will will have a strong suspicion as to the perpetrator, yet lack the evidence which will hold up in court with which to file charges. For instance, there was a strange murder in our community about 15 years ago; on the surface it was never solved. Scotland Yard was involved because the victim was British. Yet our police said a few years ago that they were sure who did it and that person had left the area. No names were ever mentioned.
