Greenspan's dilemma......Manufacturers ``are very slow and hesitant to make capital investments,'' said T. Joe Crawford, vice president of administration at Roanoke Electric Steel Corp., which operates steel mills in Virginia and West Virginia. Demand ``is dead -- nothing,'' he said, for steel used in making conveyer belts and truck trailers.

Greenspan will probably echo that business investment is a sore spot for the economy on Wednesday when he delivers his twice- yearly report to Congress on Fed policy, analysts said. He is likely to say the outlook will improve after central bankers reduced the overnight bank lending rate six times this year.
