Linux and Windows both have this problem, that the complexity grows with the size. However, several mathematical studies have shown, that the Linux way scales better. I have no links - it's more than a year since I saw those studies on the net.

As far as I see it, Windows is now so complex that Microsoft has trouble maintaining it. They still use drive letters, the user interface is still not multi-tasking well, overall stability is still one of the poorest in the market, and DLL hell still exists. If Microsoft could, I'm sure they would solve these issues. As long as they don't, I suspect they don't have the resources to do so.
