I'll add my two cents about your task bar, but it's just a shot in the dark, and you may have already tried these simple things.

It sounds like you are changing the size of the taskbar rather than moving it. Just like you can stretch a window on your screen or move it, depending on where you grab with your mouse. So try grabbing it from different areas, away from the edges.

Another idea is to move it to one side or the other of your desktop (left or right as opposed to top or bottom) as an intermediate step. If successful, then move it to the bottom.

Hope you solve the problem soon. How frustrating!
