Bill, I think you overestimate just how modular Windows is. If it were nearly as well engineered as you think, it would have been possible for Microsoft to remove the last vestiges of DOS from Windows years ago. This DOS dependency may have been deliberately welded intractably into Windows in order to crush DRDOS, I don't know, but for whatever reason, Microsoft has taken incredibly long, and spent incredible amounts of money, in trying to simply remove DOS from Windows. And it's still not done.
