The whys and hows can be debated all day long, but the only Windows which matters going forward is Windows XP which is highly modular and well structured.

For many years MSFT's critics rightly complained about the crash-prone nature of Windows. It will be interesting to see what new arguments are advanced once most consumers can no longer remember the last time their PC crashed or had to be rebooted.
