It is also a byproduct of the diminished Presidency. Have you seen Neustadt's "The Weakening White House"" Neustadt posits that its not just Presidential folly and scandal such as Watergate or Monicagate which leads to such results but chipping away by Congress and the USSC. After Watergate, the Congress sought to eliminate all discretionary powers of the President in a state of emergency and all reorganization powers. The emergency powers dated from the time of Woodrow Wilson. The reorganization powers were won by FDR in 1939. The President can not reorganize the bureaucratic structure of the executive branch without legislative approval. The President can no longer impound funds appropriated by Congress to departments. The Senate has inflated Senatorial courtesy to allow a single senator to block a Presidential nominee. Now the Dems are talking of bloking such appointments on the basis of ideology (presumbably it would be the same as the President who appointed the nominee). The USSC has followed a similar course in hamstringing the President. Striking down line item veto for instance.

The office has been trivialized by excessive media coverage. I think Bush is wise to reverse the course. I see the lack of press conferences as a virtue rather than a vice. The size of the WH staff is also a problem. All these aides compete for attention and as may be recalled, these people can also help get the President into trouble. FDR conducted the new deal and WWII with only 12 aides.

I would submit that the Boland Amendment and the Iran Contra affair are further evidence of a Congressional and Judicial aggressivness toward the Presidency that needs to be reversed. The President's preeminence in foreign policy matters should be reasserted. Congress should never have inserted itself into this process.
