US spectra is a mess, as are US guardbands, and both a
matter for FCC.
(in general US "allows" more and wider interference
for tranmitters, cheaper to start with, but cause more interference and problem in future)
That is, one should not brag about US demanding
the change to WCDMA, the same as bragging about a mess.

Not really sure what the text snippet is about, but
seems to be the ordinary CDMA problem with
"robustness" and "fault tolerance",etc,etc..:
There is an old telecom concep like "going totally haywire",
losing grip of reality, etc,ect which Wozencraft-Jacobs
called "anomal reception", a classic thing about FM and FSK
receivers, first just increased background static (like AM)
but then loud clicks, and then just a lot of garbage)
AM receiver (in theory) degrade gradually,gracefully, in
proportion to the noise, disturbance, while FM,FSK has this
threshold of about 10dB, that is:
- with FM one can improve the signal quality compared
to AM, using a wider bandwidth(AM-FM radio)
- however, when the noise or disturbance reaches appr 1/3 of
the signal (10dB) the FM,FSK receiver starts "loosing control", a quick degradation,everything which was "gained"
is lost and even more.
That is, it seems that now it is not only a problem
of a loud click here and there, but the whole system
goes haywire and restart from zero??
LA code seem to mean Link Access Code, while the code
to isolate base stations eralier was called something like
Long Code or Pseudo random code,etc.. (in contrast to
the perfect 64 Walsh codes which wern't that perfect in
real life)
That is, the sentences are not understandable without
knowing the problem and context, a field test on a real
system or an inbuilt test to start up a handset??
