The extremes show a potential limit to what is defined as arms under the right not a limit to the right at least not a limit that makes it not an individual right. There may be said to be limits in the same way their is limits on free speech. Just as fraud (useing words to commit a crime) is not protected by the 1st amendment, armed robbery and murder with guns (using guns to commit crimes) is not protected by the second. Also just as you can be arrested for disturbing the peace if you go around shouting at 2AM or creating loud disturbances when and where it is inappropriate, you can't legally set up a rifle range in a normal suburban backyard and start firing high power ammo. Both rights in a sense have limits but both rights, like all of the bill of rights are indiviudal rights, not the rights of state governments.
