Tim, in international relations there are both substance and form. Yes, there are differences with Europe on substance, but I think the form is what Win and Thames are talking about.

Diplomacy has certain expectations of presidents. When diplomatic niceties are ignored or handled clumsily, feathers get ruffled. Bush doing his own thing has elements of both. If you're going to break with allies, you're expected to make considerable effort to smooth it over first, not just tell them to go jump in a lake. Bush is acting like a cowboy and the European brass is used to diplomats. It's very disconcerting to them.
