I'm sure George meant MPEG compressed video.

Since JPEG or MJPEG is frame by frame compression you can edit it without having to decompress and recompress.

You can't do that with MPEG because of it's inter frame dependencies. You would have to uncompress, edit, then recompress. This would result in a loss of data/quality for each interation.
Of course you could limit your MPEG recordings to I Frame only (which is the equivelent to your JPEG frames) and achieve the editability you have with your AVID system. After editiing you can then transcode the results into full MPEG.
CUBE offers such solutions.
