CONTRARY INVESTOR reports that the Conference Board Business Confidence Index has surged of late. The pattern is very similar to those seen near the bottom of the early 1980s and early 1990s recessions.

Just a straw in the wind at this point. But smart bears should expect a strong bull move once the market washes out this fall. Smart bears will make big bucks, but perma bears may give it all back. Just like the perma bulls did.
