I think it's commonly overlooked and pretty difficult to find. It's not in the Federalist papers. It is a separate address given to Congress on submitting the amendments for approval. It is the actual address to Congress, so that narrows down the date precisely. I was pretty stunned when I first read it. I've looked for it a few times on line and never come across it. This particular issue aside, it is an excellent read. I'll give a look for the book, I'm not sure whether I have it here or put it in storage.

For what it's worth I've got a pending recommendation to the National Archives for them to put a transcription on their website. I hope it goes up before my great-grandchildren are born.
