IIRC, Sanders said Hammer at its introduction will have 3X the performance of Athlon at its introduction. At least that was how I understood the statement, even if that's not exactly what Sanders meant. I don't recall ever hearing Sanders comparing potential performance of Hammer to a 1 GHz Athlon.
