My theory:
Women and men are at the mercy of the reproductive imperative. Men are attracted to the women who can best bear their babies-- the strong, young, physically attractive ones. Women instinctively turn to the men of power who can provide for the offspring, who can kill the woolly mammoth. Which I guess translates today to a congressman.
