In the 90s there has been nothing but tranquility in the Balkans and prior to that we had the those incidents called World War I and II which caused no "turmoil". In between WW II and now we have kept many thousands of troops in that area of reluctant "turmoil". The last time I checked Moscow was in Europe. No doubt you have much "experience" with "those of European background". You do know some Americans, don't you? Clearly your understanding of Europe and Europeans is limited to say the least.
