Is it a rogue nation threat or a system that evolves to counter a large arsenal? Does it make nuclear weapons obsolete or is it destabilizing?
Yes. Yes. Yes. No.

And I've countered the argument of a viable nuclear retaliation. It's not practical for the US to respond to a successfull major nuclear retaliation either because we can't associate a country to retailiate against, e.g., Ben Laden or a Palestinian terrorist or because of the drifting mushroom cloud. The only viable option is a pre-emptive non-nuclear attack....which is a lower cost, more reliable, and more politically acceptable.
Nuts. Any nation providing sanctuary to Ben Laden or anyone else who carried out such an attack had best be prepared to meet Allah. And he is going to need some real estate on which to prepare for his attack.

Drifting mushroom clouds? That's the cost of doing business if you shelter terrorists. It didn't deter the US at Hiroshima and it won't if NYC or LA is destroyed.

Aren't we talking about a situation where they successfully carried out an attack? And "pre-emptive attacks" have been known to trigger wars. Austria-Hungary was not looking for WWI when it attacked Serbia, nor was Hitler looking for WWII when he attacked Poland.
