Not Hispanic, unless being born and raised by American parents in Mexico, living all of my youth in Mexico, learning Spanish before English, and having a tremendous affinity for Mexico and South Texas makes me Hispanic.

South Texas and Northern Mexico are for many purposes a single independent entity. Culturally, the distinctions are becoming increasingly blurred. Whether that is a good thing is open to debate.
