BUSH FORCES THROUGH BILL NOT THOUGHT OUT YET. Very irresponsible. This idea has so many potential unresolved problems attached to it it's unclear if anyone could responsibly vote for it. But Bush had the congressional allies do so, some holding their noses I'm sure. This smells of sheer political spin without any thoughtful planning.
