The fishing has nothing to do with the sharks being there. Sending boats to deeper water and they won't be catching the bull sharks that are attacking swimmers.

Bull sharks are found mainly in shallow water. They are a costal shark and even go up rivers. In 1944 one was caught in the Mississippi River at Alton, Illinois. That's north of St. Louis.
