I believe he means scaling. When P4 was introduced at 1.5 GHz the 1.2 GHz Athlon with DDR was superior in almost every existing benchmark. Half a year later the 1.8 GHz P4 is on par with the 1.4 GHz P4 while the relative performance difference has roughly remained the same. Of course, there are more P4 optimized benchmarks out there now but this development also has to do with P4's better scaling ability. Someone at the INTC thread analyzed Anand's latest P4 review and found out that the P4 scaled better in almost every benchmark. Of course, this might change with Athlon 4 but I remain skeptical.
