Pro, Fair enforcement with the reasonable level of fines create a cost of doing business that is safe. The trucks will be making many trips and a fine per trip or whatever kills any profit and that will lead to safety on par with US expectations.

Yes there will some who play games. BUt most will make the smartest economic decision and that is following the law. That's if the law and it's application is smart enough to get across that message.
