Reagan never got the budget cuts he wanted, and, in order to ensure that he got most of his agenda, did not try very hard. Until conservative Republicans have a secure majority in both Houses of Congress, and have the White House simultaneously, they will not be in a position to push a more daring agenda. It is not a question of intent, but of feasibility.....
