Pro, my original comments were about your description of solutions. Sanctions as a force to attain a goal do nothing if they are not enforced. I don't have any sense of the scope of problems vs solutions at the Mexican border. I think I have a good idea of the problems, but not the scope.

But sanctions must be created with care and applied equally. Poorly thought out rules can many time do nothing to solve problems and are in themselves worst than the cure.
