Laws involve some restrictions, on various grounds. They are supposed to be proportional to the end sought, and the end is supposed to be such as can best be pursued through government intervention. But in each case, the common good is the primary object. We do not create a system of justice primarily to enforce individual rights, but to substitute the deliberations of the state for the anarchy of vendetta, and thus to increase the peace. We do not enforce contracts primarily for the sake of the parties involved, but to enhance the certainty of commercial agreements. The government cares nothing for individual rights except those that can be asserted against the government itself, like freedom of speech, or those which come to its attention in the course of pursuing the common good, as in a civil court.
Individuals pay comparatively little in contribution to universal education, and the result is well- worth the inconvenience. Additionally, the availability of decent schools to the mass of children would be too uncertain under a private regime, as it was when Horace Mann started to promote universal public education........
