I wonder if those factors are enough? What percentahe of the market is retirement funds? What percentage of retirement funds in the market are under individual discretion as to allocation? Perhaps people will need to feel economic tough love and need themoney for day to day things before they will really convert away from the dread ' buy and hold' disease....
