Who said it's failing.?...I thought W had it all under control, even after a 1.3 trillion dollar tax cut, an increase in military spending and the deployment of MDS....Are you telling me there's not enough money to do all that and save Medicare too... Are you suggesting the surplus may not be so big anymore? That can't be, Bushie had it all figured out....those $300 rebates got him elected and were just a minor part of the surplus......
