Performance? Isn't the genius of Clinton obvious to you? He can run intellectual circles around Bush. His problem was that he couldn't keep is penis in his pocket and fell victim to the sexual jealousy of some eunuch prosecutor (who had a personal and political agenda of revenge).

IQ is important, it's a measure of mental power - the ability to understand issues, have good judgement and decision making ability. A good President has to look at many variables, sort them out, make sense of them and give well thought out informed decisions. Otherwise, he's just a lame duck or a danger. I view Bush in the latter category (so was Reagan and the other Bush). They're just puppets of the Executive. They read their briefs and recite the speeches, make the public appearances, but don't make any real initiatives in policy (other than "read my lips").

On the other hand, performance in office is not only dictated by the ability of the office-holder. There are external factors, such as the political situation in the House of Reps. and the Senate. If the Majority there is of the other political colour, then they won't cooperate, will they?

Anyways, Bush is a fraud IMO. He should be drummed out of office, before he does any major damage.
