Of course, a little bit of advance planning - at the expense of using opf <other people's fiber, through swaps> - might have prevented the down effects of this, too.

So what you are saying is that if while they were building in protection on their own lines through rings or mesh, they should have coughed up the bucks to build in emergency routes using someone else's fiber in the event of such a cut. I think WCOM was back up and running fast. I think I remember reading four hours.....but then four hours is completely unacceptable in an environment where it's suppose to happen in milliseconds.
