UNITED NATIONS, July 21 (UPI) -- The two-week U.N. weapons conference on
Saturday formally approved after an all-night session a non-binding plan to
"combat and eradicate" illicit small arms and weapons trade.

The United States fought successfully against banning sales of such
weapons to rebel groups, referred to as "non-state actors," and imposing
restrictions on civilian ownership of small arms.

This disappointed many of the delegates from more than 180 nations and
representatives of nearly as many non-governmental organizations. In order
to reach consensus they had to bow to Washington's demands, which left many
unhappy.
