Jesse Helms is blocking confirmation of a fistful of Treasury Department officials and slowing approval for others as he seeks relief for the textile industry. "I'm not going to let it go unnoticed that about 4,000 people (in North Carolina) will lose their jobs who are not trained to do anything else," said Helms, R-N.C. He stepped in months ago to influence obscure Customs Service regulations implementing a 2000 trade bill.
