What do you think Bush has to "come clean" about?

His real motives for pushing missile defense above any other program on our unwilling allies, for the stated reasons make no sense at all.

The danger from rogue states launching missiles is far, far down the list of any rational assessment of dangers. Missiles are expensive, hard to obtain, hard to use, and worst of all, carry a return address with them. Any state or terrorist group that wants to attack us will prefer other cheaper and less traceable methods, such as smuggling in a bomb in a suitcase.

So why is Bush so eager to spend $300 million or more on missile defense, out of the list of all possible projects? My question is: cui bono (who benefits)?
