bcrafty - I think he's just seeing the ingredients for a rally developing, without offering anything more forward than a few weeks out.

Despite the FA comments, the writer is TA focussed. He could be calling to get out or short at the end of that two week period, the same way DrBob might if the technicals suggested it at the time.

Short sharp rallies that then dissipate are one of the hallmarks of the bear. However, eventually, one of those rallies doesn't dissipate and gives birth to a new bull.

Will this be the one? Beats me. I'm staying in largely observation mode until I see enough technical evidence to coax me off the fence.
