The Constitution allows for reasonable restrictions on all of our freedoms, even speech. I find the conservative agenda far less intrusive and "nanny statist" than the demolibber agenda. The defining issues seem to be liberal intolerance of religion and any reasonable attempt to regulate the US abortion industry. It depends I guess on what your agenda is.

Local control of education works well in NH (and has for 200 years)which is decidedly not affluent. It works because those who make the decisions have to live with them locally. They must answer to those directly affected. Perhaps NH is an aberration, but I think not. My experience is directly contrary to the views you espouse in your post.

The Reagan era saw unprecedented growth of tax revenues which a demolib dominated Congress proceeded to spend like drunken sailors in a whore house. Certainly Reagan was mistaken to believe he could count on the necessary spending cuts from the Dem Congress. His inability to get the necessary cuts is the major failing of his Administration which was otherwise quite remarkable for its achievements.
