Hi Eric,

This link, posted by David Jenkins on the Westell thread, contains an excellent 13 page paper (Adobe Format) on ADSL costing.

To summarize, it shows that even with a modem cost of $0, ADSL at proposed residential rates is unprofitable unless a DAM (Dynamic Allocation Matrix) is used.
