These guys are doing something interesting as well using what already exists (HFC)in order to provide last mile solutions to businesses that will forgo the requirement that fiber be run into the building. Most importantly they are opening up a line of business for the MSOs that doesn't compete with current offerings and can be added, as you said, incrementally.

Let's face it, if your business model depends on the ILECs provisioning new lines and you are offering services that significantly undercut their existing services, you have a tough row to hoe. Notice though that VZ has made a deal with Actelis and the intended customer target is MDUs. How many of these buildings already have an enormous number of copper lines already running into the building? But then I guess that is what AH means when he refers to ECI.
